Introduction

  • Responsible for completeness with high quality in the delivery of all aspects of Telecommunication design, equipment, materials, technical and execution definition, including planning and execution of detailed design, procurement, installation, testing and commissioning.
  • Ensures technical requirements (e.g., project specifications, data sheets etc.) developed and implemented, fully comply with project requirements.
  • During execution, the position is responsible for verifying the design and implementation of Telecommunication
  • Major challenges for this role are (1) effectively managing Contractor to deliver technical input in accordance with project requirements (2) maintaining constructive working relationships with Contractor, its sub-contractors and vendors to ensure delivery of work scope in accordance with project requirements and (3) maintaining relationships with stakeholders (e.g., Operations and SHE and Quality) to ensure alignment of Telecommunication Engineering deliverables.
  • Brownfield integration with existing Telecom Systems
  • Ensure Telecom Engineering design integrity and quality
  • Support Telecom Construction and Commissioning activities

What are you going to do 

  • Provide Telecommunication Engineering knowledge, design, quality assurance and expertise in accordance with the project deliverables and execution schedule in brownfield and greenfield environment.
  • Prepare and steward related scope of work in Tendering, advise and recommend design procedures, processes, deliverables and alternative studies, as required, to optimize project cost and schedule.
  • Interact with Engineering Management Team to complete multi-discipline engineering activities, ensuring alignment with Engineering Manager on project engineering needs, objectives, and requirements.
  • Responsible for ensuring execution of work is technically aligned and in compliance with Company Operations, Policies, Standards of Business Conduct and Project Management System.
  • Ensure Contractor's Engineering activities including validation of personnel numbers, qualifications and experience; usage of appropriate design tools, including computer hardware and software; adherence with all project objectives, requirements, specifications, standards, procedures, execution plans and design verification processes in a brownfield and greenfield environment.
  • Lead site surveys to validate design and implement the management of change process for all aspects of the Project execution.
  • Assess and validate Contractor capability in providing all contract documents, progress measurement and reporting, and recommends additional technical support to address gaps.
  • Responsible for the schedule and related milestones, provide data (narrative, charts, graphs, change management recommendations and recovery plans to address any schedule delays) for monthly progress and stewardship reporting.
  • Accountable for sharing previous lessons learned and ensuring current lessons learned and captured and communicated to support review teams and future projects.
  • Develop, review and amend various policies and procedures to ensure that all Telecommunication engineering references are up to date and relevant.
  • Provide expertise as an SME in area of Telecoms equipment and systems (OTN, UHF TETRA VHF radio Systems, IP Networks), security (Access Control, CCTV surveillance networks, Fence Intrusion Detection systems, Automatic Number Plate Recognition), Public Address / General Alarm (PAGA), and networks (LAN, Industrial Wireless Networks, Routers, Switches, Servers etc.), Communication Systems, Hazardous area requirements (EExd, EEi, EExe).
  • Support timely completion of Telecom Project Milestones
  • Supervise Contractor & Vendor Telecom Engineering activities
  • Technical support for all Telecom Engineering Scope of Work
  • Advise Contractors & Vendors in the resolution of Technical issues
  • Telecom Scope of Work includes Greenfield and Brownfield
  • Collaborate with all relevant stakeholders, including Operations, Engineering, and IT departments, to ensure alignment on Telecommunication engineering scope and facilitate smooth handover of responsibilities and systems.

Essential skills and knowledge

  • Bachelor’s degree in Telecom engineering discipline or equivalent.
  • 10 years’ experience at Telecom Engineering with a broad knowledge of engineering execution including design standards, specifications, codes, safety criteria, onshore LNG facilities design, brownfield construction and operations.
  • Minimum 10 years’ Oil and Gas Projects experience
  • with in-depth knowledge for the following Telecom Systems:
  • Transmission Networks, (MPLS, Ethernet, Packet switching technologies); IT networking experience
  • LAN/WAN (Cisco switch configuration), Wireless Access Points
  • CAT6 Structured Cabling, Fiber Optic Cabling and supporting equipment and infrastructures
  • Public Address & General Alarm (PA/GA-Systems)
  • Access Control System, & ANPR (Vehicle Access Control)
  • Cisco IP Telephony / Hotline / Voice Recorder Systems
  • UHF (TETRA) & VHF Radio Systems
  • CCTV (Process & Security) & Fence Intrusion Detection Systems
  • Experienced in supporting and delivering Projects to completion
  • Excellent written and oral English skills.
  • Strong communication and team-working skills. Strong organisational, planning, management and coordination skills.
  • Proficient in Microsoft Office suite of software programs, Lotus Notes, etc.
