We have an Upstream Oil & Gas company looking for an HSE Lead to support their Offshore Oil & Gas project.

  • Required expertise: Offshore experience, major capital projects experience, fabrication yard experience, installation experience
  • Industry: Upstream Oil & Gas
  • Work Location: Houston, TX (Galleria area)
  • Travel: You'll be expected to travel internationally to fabrication yards and installation vessels every 6 weeks for 2 weeks at a time.
  • Work Setting: 100% In-office/On-site
  • Work Schedule: 9/80 Monday - Friday (Must have capacity to respond to emergencies and take calls/meetings outside of regular working hours.)
  • Work Type: Direct Hire

Role Purpose

This position serves as a senior member of the HSE team, providing functional expertise to project delivery teams. The primary focus is overseeing HSE execution and fostering engagement with major fabrication and installation contractors. Reporting to the HSE Manager, the role requires both strategic leadership and hands-on involvement in various project phases.

Direct Reports

  • Supervises HSE advisors assigned to major fabrication yards and installation vessels.

Key Responsibilities

  • HSE Oversight: Provide expertise, advice, and support for site activities such as fabrication yards and installation vessels.
  • Management Plan Development: Create and maintain tailored HSE management plans for construction, fabrication, and offshore installation.
  • Contractor Interface: Review and provide input on contractor deliverables, including execution plans, risk assessments, and emergency response plans.
  • Regulatory Compliance: Ensure alignment with applicable HSE regulations, standards, and company policies.
  • Risk Management: Perform risk assessments and implement mitigation strategies, monitoring their effectiveness.
  • Contractor Management: Contribute to contractor oversight and lead monthly HSE performance meetings.
  • Continuous Improvement: Utilize data analysis to drive HSE performance and culture improvements.
  • Verification and Audits: Lead HSE verification audits, field leadership activities, and incident investigations.
  • Emergency Response: Support the Incident Management Team (IMT) and emergency response efforts within the project.
  • Commissioning Support: Provide HSE leadership during commissioning and start-up activities.

Essential skills and knowledge

Role Requirements

Experience:

  • 15+ years in the upstream petroleum industry, with extensive involvement in major capital projects.
  • Proven experience with fabrication yard construction and offshore installation activities.
  • Demonstrated leadership skills, including team supervision and development of professionals.
  • Strong understanding of the integration of health and safety, process safety, and risk management.

Skills:

  • Advanced problem-solving, analytical, and decision-making capabilities.
  • Exceptional communication and coordination skills to lead cross-functional efforts.
  • Adaptability to dynamic project priorities and ability to manage multiple tasks effectively.
  • Offshore and commissioning experience is mandatory.

Qualifications:

  • Knowledge of industry HSE standards and EPC contracting.
  • Willingness to travel internationally and respond to emergencies outside regular hours.
  • Flexibility to work across different time zones.
