Position Overview

Our client is seeking an experienced Environmental / Regulatory Advisor III to support a growing portfolio of Carbon Capture and Storage (CCS) and CO₂ transportation and storage projects. This is a position supporting fast-paced, short-cycle projects from early development through execution and handover.

The successful candidate will provide environmental and regulatory expertise, with a strong focus on permitting strategy and regulatory approvals across Gulf Coast jurisdictions. The ideal candidate is a seasoned professional who understands regulatory expectations, can navigate complex permitting processes, and is comfortable managing multiple projects simultaneously with minimal supervision.

Key Responsibilities

  • Lead environmental and regulatory permitting activities for CCS, CO₂ transportation, and storage projects.
  • Develop and execute permitting and regulatory strategies to support project schedules and milestones.
  • Manage environmental permitting requirements from project conception through execution and handover.
  • Coordinate with regulatory agencies, consulting firms, and project teams to prepare and review permit applications.
  • Serve as a subject matter expert on federal, state, and local environmental regulations.
  • Provide guidance on wetland permitting, surface permitting, core permitting and U.S. Army Corps of Engineers permitting requirements.
  • Support compliance with the Clean Water Act and other applicable environmental regulations.
  • Evaluate permitting pathways and approval requirements to ensure timely project execution.
  • Collaborate with construction teams and conduct occasional site visits to support project needs.
  • Manage multiple concurrent projects and proactively identify regulatory risks and solutions.
  • Review maps, environmental data, and project routing information using mapping and GIS-related software.

Technical Skills

  • Microsoft Word and Excel
  • Google Earth and mapping/GIS software
  • Ability to interpret environmental, geographic, and pipeline-related data
  • Strong document review and regulatory application development skills

Essential skills and knowledge

Required Qualifications

  • Bachelor's degree in Engineering, Environmental Science, Environmental Studies, or a related field.
  • Minimum of 10 years of environmental and regulatory permitting experience; 15+ years preferred.
  • Extensive experience with: Wetland permitting, Surface permitting, U.S. Army Corps of Engineers (USACE) permitting, Clean Water Act compliance
  • Demonstrated experience working with regulatory agencies along the Gulf Coast.
  • Proven ability to develop regulatory strategies and guide projects through complex approval processes.
  • Experience managing permitting activities across multiple projects simultaneously.
  • Strong project management and process management skills.
  • Ability to work independently and effectively prioritize workload in a fast-paced environment.

Preferred Qualifications

  • Experience supporting carbon capture and storage (CCS), pipeline, energy, or infrastructure projects.
  • Previous experience working directly for or closely with environmental regulatory agencies.
  • Experience interpreting pipeline routes, environmental constraints, and mapping data.
