The role holds the company duty phone and shall be available 24/7.

  • Act as primary point of notification (24/7) for any incident with the potential to escalate, including filtering incoming calls, clarifying with the caller the event details and what actions have been taken, assessing of severity of the event, and informing the Incident Commander (IC) as soon as possible.Liaise with A7S for any support request (e.g. MEDEVAC).
  • Ensure Emergency Response capabilities.
  • Monitor security trends, both local and regional and provide analysis to the Company for early warning of security threats.

What are you going to do 

The Emergency and Security Duty Officer will be assigned to, but not limited to, the following tasks and activities:

Emergency Response Preparedness

  • Maintain and update the duty rotational planning and contact list for all emergency key personnel within COMPANY and outside COMPANY.
  • Prepare and coordinate the review of the Company Emergency Response Plans and relevant procedures(e.g. Medical Evacuation, Oil spill Response plan, country evacuation plan etc.) and develop or update ERP for existing facilities working within COMPANY.
  • Review of Contractors' Emergency Response Plan to ensure alignment to the COMPANY ERP and relevant procedures.
  • Set up and manage Emergency Rooms and equipment* (check phones, computers, printers, documentation, boards, aerial surveillance equipment etc.) and ensure they remain functional all time.
  • Act as primary point of notification (24/7) for any incident with the potential to escalate, including filtering incoming calls, clarifying with the caller the event details and what actions have been taken, assessing of severity of the event, and informing the Incident Commander (IC) as soon as possible.
  • Preparing Reflex Card or aide memoire and summary of key actions that need to be performed following a specific scenario and making them available to the EMTL and Lead Responders in soft and hard copies.
  • Conduct hand-over meetings between Emergency Management Team members on weekly basis and ensure changes to procedure, personnel, software, equipment or any other resources are communicated or to impacted personnel, contractors, IMT and CMC members.
  • Plan and organize regular exercises and drills involving internal and external stakeholders: develop scenario assess competencies, prepare observation noted and lesson learnt feedback.
  • Develop, maintain and deliver Emergency Management induction course and Emergency Management training for company personnel, contractors including role-specific training for IMT and CMC members.
  • Maintain records or ERP training, IMT Handovers, Actual Events and Drills and Exercises learning and improvements.
  • Support and participate the improvement of the Company HSE Management Systems documents and tools related to emergency response and preparedness.

Security Response Preparedness

  • Review and update security management plan of COMPANY (where relevant) and related procedures
  • Gathers security information relevant to Qatar and Company operations
  • Monitor security trends, both local and regional and provide analysis to the Company for early warning of security threats.
  • Prepares periodic security reports and security event Safety Feedback Notices.
  • Prepare security reports and Safety feedback Notice.
  • Plan and conduct security drills and prepare report for lesson learnt and improvement.
  • Provide security related training to new company personnel and contractors to ensure they are aware of the security risks and know what procedures to follow in case of a security incident.
  • Plan and organize regular security exercises and drills as part of the emergency preparedness.
  • Audit Site Security Plans and Procedures to ensure compliance with VPHSHR
  • Liaise with local regulator on security-related matters and represent company at Security Industry Group meetings.
  • Develop, maintain, and implement the Security Management System, and all its supporting processes and procedures.
  • Advise and assist HSE Site Authorities in the implementation of their own security procedures.
  • Advise the IMT and/or CMC (when mobilized) on matters pertaining to security; evacuation coordination; and business continuity.
  • HSE Specific

  • Familiar with Company HSEQ policy, Golden rules and HSE Management System (HSE MS)
  • Participate in HSEQ activities including Incident Free and HSE Management System audits and improvement programs.

Essential skills and knowledge

Bachelor or master’s degree in Crisis and Emergency Management, Fire Risk Assessment and Prevention, Security, or related fields.

Minimum 15 years’ experience of which:

  • 10 years’ experience in operational upstream oil and gas Crisis and Emergency Management or Security.
  • 5 years hands-on developing, leading and managing Oil and Gas Emergency and Crisis Response organization, standards and guidelines in a large oil and gas organization.
  • Expertise in Security with deep knowledge of standards and good practices Familiar with Fire risk assessment and prevention and Oil spill response
  • Familiar with Incident Management System (IMS)
  • Team working
  • Rigor and critical sense, open-minded and results oriented.
  • Strong technical writing skills
  • Leadership, ability to convince and strong listening / communication skills.
  • Involve frequent offshore visits
  • Fluency in English mandatory
  • Proficient in MS Office Suite.
  • Strong analytical skills.
  • Previous experience in Middle East and Oil and Gas Offshore Operations
  • This role is a rotation role (28 days on /28 off) based onshore with visits to company and contractor sites onshore and offshore.
