We are seeking an experienced Construction / Quality Engineer III to join the Owner's Project Team supporting the fabrication and construction of a major FPSO project at a fabrication yard in China. The successful candidate will be responsible for monitoring construction quality, ensuring compliance with project specifications, and coordinating with EPC contractors, fabrication yards, and multidisciplinary teams to deliver safe, high-quality project execution.

Key Responsibilities

  • Represent the Owner's Team to oversee construction and quality activities during FPSO fabrication.
  • Monitor fabrication and installation works to ensure compliance with project specifications, approved procedures, and applicable industry standards.
  • Conduct construction surveillance, inspections, and quality audits across Mechanical, Piping, Structural, or EICT disciplines.
  • Review Inspection & Test Plans (ITPs), inspection records, NCRs, punch lists, and quality documentation.
  • Coordinate closely with EPC contractors, fabrication yard personnel, engineering, QA/QC, and commissioning teams to resolve construction and quality issues.
  • Verify Mechanical Completion readiness and support system handover to commissioning.
  • Participate in progress meetings, site walkdowns, and quality reviews while providing regular reports to the Owner's management team.
  • Promote a strong safety culture and ensure all activities are executed in accordance with project HSE requirements.

Essential skills and knowledge

  • Bachelor's degree in Engineering or a related discipline.
  • Minimum 8-10 years of construction and/or quality engineering experience within offshore Oil & Gas or FPSO projects.
  • Previous Owner's Team or Owner's Representative experience on major EPC projects is highly preferred.
  • Demonstrated experience working at China fabrication yards supporting FPSO or large modular offshore projects.
  • Strong knowledge of construction quality management, inspections, ITPs, NCR management, Mechanical Completion, and turnover processes.
  • Experience coordinating with EPC contractors, fabrication yards, vendors, and multidisciplinary project teams.
  • Strong communication, coordination, and stakeholder management skills.
  • Fluent in Mandarin and English, with the ability to work effectively in a multicultural project environment.
