Introduction

  • Oversees commissioning activities of the Onshore Project (hereunder named as Project) to be executed by Contractor, to comply with the Project requirements in terms of SHES, Welfare, Quality, Cost and Schedule, in full and mutual collaboration with the contractor and the leadership team of LNG Major Projects - Onshore Project Management Team

What are you going to do 

  • Implement alignments between contractor's commissioning team and PMT commissioning team, technically and in the relationships to the maximum extent, by intervening promptly whenever misalignments become visible.
  • Oversee the review, verification and approval of the Contractor's commissioning deliverables and datasets by the commissioning team, to ensure Site commissioning activities are completed in accordance with the Project procedures, regulations, specifications and standards.
  • Ensure effectiveness of the Advanced workpacking process (Easy Suite) by (1) identifying engineering, procurement, construction, and commissioning risks constraints and (2) evaluating risk and verifying required mitigations are in place
  • Direct, as a single counterpart of contractor's Commissioning Manager, the contractor to deliver the safe execution of Site commissioning activities in compliance with the strategies and planning agreed by the Parties and set on the Project
  • Responsible for allocation of PMT commissioning manpower resources to the Project Delivery Teams in the matrix organization.
  • Ensure technical compliance is maintained in the commissioning activities, collaborating and aligning with Project Managers (accountable for delivery) and Functional Managers (Safety, Quality, Business, etc., accountable for technical support) to support delivery in line with the commissioning and project schedule.
  • Ensure consistency and alignment across all Project Delivery Teams, resolving and prioritizing escalating issues in line with overall project objectives.
  • Functionally supervise the PMT area commissioning teams under the Delivery Teams by ensuring (1) consistency in the commissioning execution across the areas (2) timely and adequate resources allocation. Deliver commissioning reporting (by contractor and by PMT) timely with quality and in full compliance with project requirements.
  • Oversee and facilitate commissioning meetings (with contractors) by (1) setting objectives, agenda and other terms and references, (2) preparing meeting materials, (3) leading discussions in the meetings, so that meetings can be completed timely with expected outcomes delivered
  • Manage interfaces with Operation Expansion & Startup team for technical alignment and cordial relationships to ensure timely and flawless handover of the Plant facilities/Systems
  • Supervise the PMT Completion and Handover (HO) team so that the completion/HO dossiers can be processed in a timely and coordinated manner with acceptable quality (OPTONAL ACCOUNTABILITY TO BE CONFIRMED in a later stage)
  • Contribute to the review and preparation of the co-activities with the other project in SIMOPS anticipated in the last two (2) years of the project execution within the same plot

Essential skills and knowledge

  • Bachelors Degree in Applied Sciences or Engineering
  • 15 years' experience in various project phases, such as engineering, procurement, and construction, within large-scale commissioning projects in the oil and gas industry, including 5 years in a supervisory role overseeing service/vendor personnel, and having overall responsibility for commissioning execution.
  • Experience with Oil & Gas companies, Contractors, or Service Companies.
  • Broad and extensive knowledge of engineering design standards, specifications, codes, operating equipment in the Oil & Gas industry, and appropriate safety criteria.
  • Broad experience in commissioning strategies and execution.
  • Strong knowledge in projects execution, engineering, operations, pre-commissioning, commissioning, and systems completion.
  • Experience managing Brownfield Projects and Simultaneous Operations (SIMOPS).
  • Experience working in large scale operating organizations in Operations, Projects, Subsurface, etc.
  • Experienced in contract compliance, schedule, and cost constraints.
  • Strong experience with risk assessment approach in decision making.
