Introduction

  • The Commissioning Lead (Telecoms/Cyber Security) shall provide oversight and direction to the project's main contractor, sub-contractors and vendors, during the offshore and commissioning stages.
  • Effectively collaborates and interfaces with the facilities team, contractor and operations personnel.

What are you going to do 

  • Supervise the review and approval of contractor procedures, ensuring accurate documentation of redlines throughout construction, hook-up, pre-commissioning, and commissioning phases.
  • Validate the optimization of project delivery, ensuring readiness for asset handover to the team.
  • Function as Telecoms Lead for the design, risk-based evaluation of technical issues, ensuring detailed design deliverables are compliant with project requirements and contract while meeting required LNG quality expectations.
  • Supervise and coordinate the delivery of completions deliverables in accordance with project requirements from contractor.
  • Function as the Telecoms Commissioning expert providing oversight and review of project documentation.
  • Conduct analysis of technical proposals, proposed deviations, assess exceptions and redlines to ensure compliance with policies and procedures and the design intent.
  • Act as commissioning focal point at discipline site testing, FATs and SATs to verify they comply with project deliverables and commissioning requirements.
  • Support PMT by reviewing critical documents and reports generated by the main subcontractor.
  • Attend workshops/review meetings when requested.
  • Analyze technical proposals and proposed deviations, assess exceptions and new technologies to ensure compliance with LNG policies and procedures.
  • Apply lessons learned from previous projects and share new ones with other Contractors.
  • Support the qualifications of new suppliers proposed for the project, suppliers that are not on the approved vendor's list.
  • Assesses Contractor's manpower loading, providing timely recommendations to project team and be available to backfill needs as required.
  • Support the project team to stay on schedule to meet all critical milestones (long lead item (LLI) procurement, engineered equipment procurement; required on site (ROS) dates, etc.); develop and stewards recovery plans to address any schedule delays.
  • Witnesses Contractors scope of work and signs off test and check sheets as per project requirements.
  • Verify that the Contractor's reports are accurate with regards to progress reporting.
  • Cooperate with review teams and take part in quality audit activities throughout the project.
  • Report findings accurately and provide a plan to address issues when required.

Essential skills and knowledge

  • Bachelors Degree in Applied Sciences or Engineering.
  • 8 years' experience with large-project commissioning in the Oil & Gas Industry, including 1 year of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel
  • Knowledge and experience in discipline Commissioning delivery processes and associated project phases, familiar with completions walkdowns and Pre-Startup Safety Reviews.
  • In depth knowledge of Telecoms design, risk-based evaluation of complex technical issues, ensuring deliverables are compliant with project requirements.
  • Advanced knowledge in fibre optic and copper cable testing, results analysis and fault-finding activities
  • Advanced knowledge of networking fundamentals, cyber security, TCP/IP, LAN/WAN to ensure design specs are met.
  • Advanced knowledge of Radio systems (VHF/FM/AM), Access Control, Telephony, PAGA and CCTV hook-up and commissioning.
  • Experience in troubleshooting general telecoms systems.
  • Knowledge of offshore facilities and structures, onshore facilities, or yard operations as applicable to a project scope.
  • Knowledge of execution methods and risks associated with sour gas and LNG production facilities.
  • Experience with Oil & Gas companies, Contractors, or Service Companies.
