Introduction

We are recruiting an experienced Site HSE Manager to join a world-class onshore LNG project located at the Afungi site in Northern Mozambique.

This is a senior leadership position with full operational ownership of Health, Safety, Environment and Emergency Response, supporting one of the most high-profile energy developments currently under construction.

What are you going to do 

Reporting into the site leadership team, you will:

  • Play a key role in the Site Emergency Management Team
  • Lead the safe delivery of the onshore facilities through construction and into operations
  • Drive a strong HSE culture across Company and EPC Contractor teams
  • Provide end-to-end HSE leadership across site activities
  • Own HSE delivery across the construction phase and handover to operations (schedule & cost aligned)
  • Coordinate cross-functional teams to ensure safe, on-time project execution
  • Champion and embed a proactive HSE culture, driving behavioural change
  • Maintain compliance with all HSE regulations and company standards
  • Provide leadership for:
    • HSE operations
    • Emergency response
    • Environmental management
    • Site health functions
  • Support overall site leadership activities and governance
  • Lead incident reporting and investigations
  • Develop and mentor the site HSE team
  • Maintain a strong on-site presence to monitor risk and controls
  • Promote Stop Work Authority at all levels
  • Develop and manage HSE improvement plans and KPIs
  • Ensure:
    • Unsafe acts/conditions are identified and closed out
    • Contractor compliance is consistently monitored
    • Regular inspections and audits are conducted
  • Review and validate contractor procedures and systems
  • Drive continuous improvement in contractor HSSE performance
  • Ensure completion of all mandatory training requirements
  • Support governance through HSE committees and leadership reviews

Essential skills and knowledge

  • roven experience in a senior HSE leadership role on large-scale construction or energy projects
  • Strong background in LNG, oil & gas, or major infrastructure projects
  • Demonstrated ability to lead multi-contractor environments
  • Excellent leadership, influencing, and stakeholder management skills
  • Hands-on, visible leadership style with strong field engagement
  • Experience managing emergency response frameworks on complex sites
