Introduction

  • Provides necessary counsel to the Head of SHES to ensure all SHES requirements of the Project are implemented in the fabrication yard in order to achieve project goals related to SHES, regulatory compliance, industrial hygiene, and emergency preparedness and response.

What are you going to do 

  • Coordinate the fabrication, assembly, pre-commissioning & commissioning, and load-out phases and champion on-site safety awareness, safe performance among the PMT and with contractor.
  • Coordinates the control of contractor's activities with particular note of compliance with contractor's approved Project SHES procedures; counsels the Company team, contractor, sub-contractor, vendors suppliers as needed; develops strong working relationships with contractors and subcontractor SHES personnel.
  • Ensures that the company SHES team appraise the daily activities of the contractor SHES officers to ensure the effective implementation of all Project SHES requirements.
  • Motivates the supervision of the daily contractor's activities and performance.
  • Reports to the SHES Head on the safety performance and ensure that the KPI data related to the Contractor SHES compliance is issued to management.
  • Coordinates delivery of specific SHES related training as per the Competency Matrix and ensures accurate records are maintained; implements the supervision of contractor /subcontractor SHES staffing and experience levels and effectiveness.
  • Ensure risk awareness and support for the project behaviour programs by ensuring at least 90% availability on site; provides motivation and support to contractors and sub-contractors SHES networks with particular emphasis on less empowered and less experienced SHES Officers.
  • Review with Project Package team and contractor, at Contractor sites, the on-Job Training sessions for the benefit of the workforce; Support Implement IIF Cards (or equivalent), Behavioural Safety observations and support Contractor for deployment at fabrication yard.
  • Ensure with Contractor SHES team the correct implementation of the Offshore Project Life Saving Rules (PLSR) with emphasizing on the LNG 10 Life Saving Rules Program and intervene, record and report to Head of SHES, when violations are observed; analyses all unsafe behaviour and condition data and propose trends improvement actions.
  • Lead daily inspections using "safety tools" (e.g. JSA's Method statements, PTW, compliance check lists, KPIS check sheets, Comply/ Intervene/Care check lists); Check regularly the Actions Tracking Register and advise the Head of SHES on actions, closure and progress.
  • Counsels the incident investigation and provides information to the Head of SHES and evaluates any incident data analysis and trends identification. Daily PTW review to ensure all PTW's and supporting documentation requirements are fully and properly implemented.
  • Ensures that any activity not immediately endangering the personnel but not in line with Contractor Project Procedures, not respecting the Country SHES Regulations and not in line with International Standards, shall be immediately communicated to Contractor Supervision to take immediate corrective action.

Essential skills and knowledge

  • Bachelor's degree in sciences, safety, health, environment, security or engineering, or NEBOSH National/International Diploma in Occupational Health and Safety, SHES relevant NVQ Level 5, or British Safety Council Level 6 Diploma in Occupational Safety and Health.
  • 8 years' experience in SHES in the Oil & Gas Industry, including 1 year of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
  • Experience with Oil & Gas companies, Contractors, or Service Companies.
  • Experience working in large scale operating organizations in Operations, Projects, Subsurface, etc.
  • Knowledge of relevant SHES management systems and programs.
