Our client, a renowned leader in the oil and gas sector, is seeking a Senior Quality Engineer to take charge of their ambitious Sunrise Program (Process Facilities Project). Key Responsibilities:

  • Contribute to Dubai Supply Authority (DUSUP) Health, Safety and Environment (HSE) performance by ensuring applicable Health, Safety and Environment (HSE) standards are known and followed within the workplace.
  • Ensures that the Construction Contractor's Inspector workforce operates according to the Permit-to-Work (PTW) and Lockout/Tagout (LOTO) procedures through periodic audits.
  • Ensures that Third-Party Inspection (TPI) and Construction Contractor Electrical and Instrumentation (E&I) Inspectors are appropriately trained or qualified to carry out inspections and have the skills and knowledge able to do so.
  • Maintains an active, detailed Project Ex-Register throughout Procurement or Construction or Commissioning phases and successfully transfers that register to Maintenance or Operations and Computerized Maintenance Management System (CMMS) team.
  • Ensures that Electrical and Instrumentation (E&I) Inspectors are attending all Electrical and Instrumentation (E&I) related Factory Acceptance Test (FAT) during procurement and construction activities, ensuring that inspections are carried out in accordance with approved documentation, Ex-certification is reviewed, hardware checks are completed against as-built documentation.
  • Responsible for the co-ordination of Ready for inspection (RFI) notices related to Electrical and Instrumentation (E&I) Equipment, received from vendors during procurement phase and Construction Contractor during construction phase, implementation of these inspections and report writing.
  • Responsible for receiving inspection of Electrical and Instrumentation (E&I) equipment at site.
  • Participate in the mechanical completion line walks, punch list work and clearance with responsible parties.
  • Attend project meetings as required and ensure all Permit-to-Work (PTW) or Lockout/Tagout (LOTO) related issues are discussed and sorted out on time.

Essential skills and knowledge

  • Engineering Diploma/Degree.
  • Valid CompEx modules (Ex 01, 02, 03, 04 & 14).
  • 10+ years Greenfield construction experience.
  • 10+ years as Senior Quality Engineer (E&I).
  • 5+ years leading E&I inspection teams per IEC 60079-17.
  • Proficient in reading E&I/F&G drawings, SLDs, loop, termination, and P&IDs.
  • Strong knowledge of hazardous area classification and Ex equipment (IEC 60079-14).
  • Skilled in CMS, completions databases, and punch list management.
  • Experience reviewing Ex-certification documents for compliance.
  • Familiar with RFI, FAT, inspections, and material handling processes.
  • Experienced in MC walkdowns, completion, and punch list closeout (O&G projects).
  • Knowledge of system/subsystem construction sequencing; understanding of civil/structural practices.
  • Commissioning experience in O&G (preferred).
  • Proficient in MS Office (Word, Excel, Outlook).
  • Strong safety and environmental mindset.
  • Effective in multicultural team environments.
  • LOTO training and LV isolation experience (preferred).
  • Experience with PTW systems (paper-based and E-vision).
  • UAE driving license (or transferable).
