Introduction

  • Responsible for overseeing Electrical Engineering activities in Onshore LNG Projects, ensuring all technical requirements such as project specifications, data sheets, etc. are in full compliance with project requirements, standardised processes, and are delivered to the highest technical quality standards.
  • Provide clear guidance to the contractor and facilitate resolution of technical issues to complete electrical engineering activities to meet project objectives and milestones.
  • This position is responsible to ensure all technical activities associated with the electrical engineering discipline by the contractor, and all third parties such as vendors, consultants, sub-contractors etc are executed to Project’s specifications and requirements.
  • This will involve technical evaluations, including risk-based evaluation of complex engineering issues, resolution of electrical related matters with significant project execution and/or commercial impact to ensure optimum outcomes that are meet technical and execution expectations.
  • Large scale and high voltage electrical power supply and demand requirements challenges
  • Large Transformer, motor drivers, Variable Speed Drives, Electric heaters
  • Required to contribute to other multi-disciplinary tasks whilst providing expertise in specialized/discipline area.

What are you going to do 

  • Provides pre-commissioning and commissioning planning, coordination and execution leadership to the project management team, with close coordination with the heads of pre-commissioning and commissioning and systems owners.
  • Ensure close coordination and supervision of the pre-commissioning and commissioning activities by the Desalination plant Contractor, including sharing weekly coordination meeting and in charge of the review and approval of the related minutes of meeting and actions list.
  • Provide close coordination with the Handover and Completion Division Manager and his team, as well as with the Business Division Manager to provide clear and comprehensive weekly and monthly reporting, associated skylines, and dashboards to the PMT leadership team, that is also aligned with Desalination plant Contractor.
  • Focal point to Business/procurement team for all aspects related to Vendors mobilization (by Contractor) for pre-commissioning, commissioning, and pre-start-up activities.
  • Review the three (3) months look-ahead plan with Contractor.
  • Participate to the review and comment of the pre-commissioning and commissioning deliverables issued by Contractor and its Subcontractors.
  • Participate to all Quality Flawless Execution, Un-interrupted Start-Up (UISU), SIMOPS meetings either internally to PMT leadership team, with LNG OES and with Contractor: review minutes of meeting and follow-up on actions.
  • At the initial stage upon mobilization and given the scope and size of the facilities to be commissioned, provide pre-commissioning and commissioning management, leadership, and execution supervision for the desalination plant / remineralization unit.
  • Focal point to LNG OES for all aspects, including documentation related to the Operation Readiness Plan (ORP) and Interim Operations.
  • Monitors pre-commissioning and commissioning execution performances through Key Performance Indicators, metrics, and exception reports to be either prepared by Desalination plant Contractor or CTJV or within the team.
  • Supports resolution through coordination with the respective the Pre-commissioning and Commissioning Division Manager and functional managers to identify mitigation options and contingency plans.
  • Work closely with Contractor, CTJV, Desalination plant contractor, Quality, IM, handover, and completion division managers to promote and develop a “paperless approach” for all activities related to pre-commissioning and commissioning.

Essential skills and knowledge

  • Bachelor’s degree in electrical engineering or equivalent.
  • Minimum of 8 years’ experience of Electrical Engineering, preferably in a major LNG Projects. Broad knowledge of engineering execution including design standards, specifications, codes, safety criteria
  • Onshore LNG facilities design, commissioning and operations would be advantageous.
  • Requires demonstrated broad Electrical equipment and systems experience (HV/MV/LV electrical systems design, transformers, switchgears, Generators, Power Management Systems (PMS), Electrical Integrated Controls System (ELICS) and large Motors (10MW+) and large Variable Frequency Drives, Electrical Process Heaters, Electrical Heat Trace, AC and DC UPS, Cathodic Protection, Emergency Generation and Distribution System, Lighting and Small Power distribution and familiarity with relevant manufacturing processes and relevant industry codes.
  • Experience with large Variable Frequency Drives would be desirable.
  • High voltage and large-scale onshore power design requirements.
  • Brownfield engineering and execution knowledge an advantage.
  • Excellent written and oral English skills.
  • Strong technical and discipline management skills.
  • Good organizational, planning and coordination skills.
  • Good communication, influencing and interface skills.
  • Proficient in Microsoft Office suite of software programs, etc.
