Introduction

  • To provide advanced technical oversight of site inspection activities, ensure the competency and performance of Contractors’ QA/QC Inspectors, and verify that all E/I inspections are carried out in accordance with COMPANY standards, project specifications, and international codes.
  • This role serves as the field-level focal point for inspection supervision and reporting functionally to the QA/QC Engineer.
  • Executing inspection activities within live operational LNG facilities, requiring rigorous adherence to permit-to-work systems, close coordination with Operations and HSE, and meticulous planning to minimize disruptions and ensure safety in high-risk environments.
  • Balancing inspection demands across multiple brownfield projects, each with unique constraints such as limited access, aging infrastructure, and evolving scopes—while maintaining compliance with international standards and site-specific procedures.
  • Acting as a key technical interface between QA/QC, Operations, and maintenance contractors, ensuring early identification and resolution of quality risks, and alignment of inspection priorities with operational constraints and shutdown windows.
  • Driving the timely resolution of E&I-related non-conformities, with a focus on identifying recurring or systemic issues in legacy systems, ensuring that appropriate corrective actions and preventive measures are implemented and verified for sustained compliance.

What are you going to do 

  • Confirm effective implementation of the quality management system and project quality plan
  • Fully conversant with discipline specific, facility related technical specification requirements.
  • Review contractors’ quality deliverables in accordance with the requirements and expectations and provide clear, concise output to the contractor’s quality focal point.
  • Engage contractors and applicable third-party organizations with a professional approach and maintain a good working level relationship.
  • Ensure that contractor processes and procedures are properly and effectively implemented.
  • Perform material/ equipment site receipt inspection with additional visual and dimensional examination (where practical) to confirm suitability and fit for purpose.
  • Conduct site installation, testing, calibration inspections to confirm product and process quality in line with established quality and technical documents.
  • Ensure that the latest revision of project quality documentation is available, and that records of product and process conformance are maintained in accordance with the document and record control requirements.
  • Prepare a daily report summarizing the salient inspection points and quality concerns and coordinate directly with the assigned quality focal point regarding any significant issues identified.
  • Manage and participate in site quality verification activities (i.e. Quality Walkabout, Surveillance and Audit) and document the outcomes using the applicable inspection report template.
  • Record and facilitate the follow-up and close-out of identified non-conformances.
  • Act as the ‘eyes and ears’ of QELNG project management team to ensure that quality requirements and expectations are fully satisfied.
  • Familiar with Industrial Control Systems software and processes
  • Familiar with Electrical systems such as LV and MV equipment, motors, transformers, switchgears, PDBs, CTs, Relays, UPS, battery bank, lighting fixtures, receptacles and small power panels
  • Familiar with Instrumentation and Control systems such as DCS, ESD, PLCs and Cabinet integration instruments and transmitters like pressure, Diff pressure, level, flow, RTD & thermocouples with thermowells, gauges, analyzers and instrument tubing etc.
  • Familiar with fire & gas, PAGA & telecom systems devices and equipment.
  • Familiar with Cybersecurity and Network equipment such as Servers, Switch, Workstation …and so on.
  • Continuously monitor the quality of works in progress at site and other work locations against the applicable technical specifications.
  • Familiar with the company health, safety and environment requirements and ensure that they are adhered to during project activities.
  • Prepare a register to record all observations and the proposed solutions according to Policy.

Essential skills and knowledge

  • Electrical Engineering Diploma, or suitable equivalent plus Trade Certificates in Electrical and/ or Instrumentation.
  • Familiar with electrical and instrumentation specific codes and standards (e.g. IEC, NEC, NFPA, BS, NEMA, NETA, ATEX/ IECEX-60079. etc.).
  • Familiar with quality assurance principles and practices.
  • Trade Certificates in Electrical and/ or Instrumentation, preferred.
  • Minimum 8 years of QA/QC experience in the oil & gas industry, with proven expertise in both greenfield and brownfield project environments.
  • Extensive experience managing inspections during shutdown projects, preferably within LNG facilities, under live operating conditions and constrained execution windows.
  • Demonstrated capability in conducting inspections, and contractor oversight across procurement, fabrication, and construction phases.
  • Familiar with electrical and instrumentation specific codes and standards (e.g., IEC, NEC, NFPA, BS, NEMA, NETA, ATEX/ IECEX- 60079. etc.).
  • Proficient written and spoken English.
  • Computer literate.
  • Good interpersonal and essential Leadership skills to manage the relationship with key stakeholders.
  • Data analysis and reporting skills.
  • Ability to work as a delegate to Lead and provides required guidance and technical support to the team.
