Introduction

  • Responsible for implementing the COMPANY, Core Values and project Health, Safety, Environment and Security (HSES) management system processes and ensuring the effective implementation of Contractor’s HSES management system, on the project – Riser Platform & Intra field Pipelines Project (Green & Brown Field).
  • Analyze HSES data effectively and decide on which information is relevant to support project key objectives and targets.
  • Communication and influencing of various organizations acting globally in a multi-cultural and diverse working environment.
  • Manages the resolution of problems in more demanding and less familiar situations using precedent, own acquired knowledge, and experience.
  • Has high visibility to Project Management Team and EPC Contractor. Recognizes that errors have a significant impact on internal and external stakeholders.

  • Implement and maintain the Project Safety Plan, and ensure the effective implementation of the Contractors’ Project Safety Management System including:
    • HSES Risk Management Program to ensure that all project-specific risks are identified, assessed, mitigated with reduced consequence and likelihood, and communicated, enabling project to be executed safely and efficiently to meet project objectives and targets. Ensure that risks mitigations include documented method statements, Job-Safety Analyses, Risk Assessments, and specific safety studies.
    • HSES Audit and Verification Programs to ensure that risk controls and barriers are appropriate, properly implemented and monitored. This includes regular and proactive safety audits, verifications and inspections covering all work activities and locations.
    • HSES Observation Program of ongoing work activity to identify safe and at-risk behaviors, to ensure necessary safety improvements can be identified and implemented.
    • HSES Training Program to ensure competency of workforce and increase awareness and understanding of safe working practices. This includes initial onboarding and induction training for all project teams with periodic follow-up; supervisory development training; task-specific on the job training supported with a specific training matrix.
    • Emergency Response Plan to ensure that all likely emergency response scenarios are identified, assessed and contingency measures are adopted. Coordinates with Contractor Emergency Response Team to ensure the effective implementation of the Contractors’ Emergency Response Plans.
    • Security Plan to ensure the security and protection of the project’s people, worksites, material, equipment, plant, executed work and completed assets. Acts as the PMT point-of-contact for security issues. Coordinates with Contractor Security Lead to ensure that Security risk assessments are conducted; that risk management plans are established at all locations; and that all necessary security arrangements and controls are fully implemented.
    • Occupational Health Program to ensure the health and wellbeing of the project team including all subcontractors.
    • Incident Investigation to ensure that HSES incidents, and near misses are identified, recorded, investigated and resolved to ensure safe working practices are maintained and improved.
    • HSES Reporting Program using Leading & Lagging Key Performance Indicators to monitor HSES performance against objectives and set targets. To communicate and report on HSES performance, HSES issues and risks, and developing trends to Project Management Team and all relevant stakeholders.
  • Actively participate in
    • Lessons Learned Program to capture learnings actively and continuously from project activities; to learn from our successes and failings to identify opportunities and warning signals to improve our safety performance.
    • HSE Steering Group in conjunction with PMT and Contractor management to review HSE performance and identify priorities, actions, and continuous improvement opportunities.
    • HSES Programs to actively support the implementations of Incident and Injury Free (IIF) and Life Saving Rules (LSRs) safety programs.
  • Maintain interfaces, including with:
    • Project Management Team to ensure appropriate engagement in providing resources, support and direction for Project HSES Management System.
    • PMT disciplines in matters relating to HSES including training, preparation of method statements, Job-Safety Analyses, Risk Assessments, incident investigation etc.
    • With COMPANY HSE & group to support safety initiatives and support external assessments and reviews
  • To provide continual communication, coordination and advice to the Assurance & HSE Division Manager, HSE Advisor and Project Manager on project HSES performance and the HSES performance of the EPC Contractor and subcontractors.
  • To conduct other HSES related tasks as directed by HSE Division Manager.

Essential skills and knowledge

  • NEBOSH Diploma in Occupational Health & Safety or equivalent
  • Minimum of 12 years broad experience in execution of major brown and green field oil & gas projects, including at least 8 years involvement in the construction of major offshore production facilities.
  • Minimum of 8 years’ experience in a supervisory capacity of Health, Safety, Environmental and Security management.
  • Minimum 5 years’ experience with offshore pipeline construction, transportation and installation projects.
  • Excellent written and verbal English language communication skills.
  • Well-developed interpersonal skills and the ability to work in collaboration, influence decisions using presentation, negotiation and facilitation skills.
  • Ability to manage development and implementation of project HSES management systems adapted to Oil & Gas industry.
  • Ability to interact with senior project management, Contractor and stakeholders confidently.
  • Requires strong analytical, organizational and planning skills.
