Procurement Senior Quality Engineer

The Sr. Procurement QA/QC Engineer is responsible for ensuring that all procured materials, equipment, and packages comply with the client's project specifications, applicable international standards, and approved Quality Management Systems. This role involves overseeing supplier quality activities, coordinating with third-party inspection agencies (TPIA/TPCA), and enforcing procurement quality requirements from pre-award through post-delivery.

1. Conduct pre-qualification assessments of suppliers and manufacturers.
2. Ensure suppliers comply with QatarEnergy’s Preferred Manufacturer List (PML) or justify deviations via PML deviation requests.
3. Review and approve supplier quality plans, ITPs, and manufacturing procedures.
4. Participate in technical clarification meetings and provide QA/QC input during bid evaluations.
5. Review vendor exceptions and deviations, ensuring alignment with project quality requirements.
6. Support the preparation and approval of Technical Deviation Requests (TDRs) when applicable.
7. Review Inspection and Test Plans (ITPs) for procurement packages.
8. Coordinate and witness inspections, tests, and certifications at supplier premises.
9. Ensure compliance with criticality ratings and inspection levels per CORP-ENG-STD-036.
10. Liaise with approved TPIA/TPCA agencies for inspection scheduling and execution.
11. Review and endorse inspection reports, release notes, and certification documents.
12. Ensure allnon-conformities are documented, reported, and resolved promptly.
13. Maintain comprehensive records of supplier quality activities, inspection results, and certifications.
14. Submit weekly and monthly procurement quality status reports to the Project Quality Manager.
15. Ensure all supplier documentation is complete, traceable, and submitted in accordance with project requirements.
16. Verify material certifications (e.g., EN 10204 Type 3.1/3.2), traceability, and compliance with project specifications.
17. Conduct or coordinate material receiving inspections (MRI) and resolve any discrepancies.
18. Ensure proper handling, storage, and preservation of materials at supplier and site locations.

Requirements

1. Bachelor’s degree in Mechanical, Materials, or related engineering discipline.
2. Minimum of 10 years of experience in supplier quality assurance within oil & gas, petrochemical, or energy projects.
3. Strong knowledge of international codes and standards (e.g., ASME, API, ANSI, ISO, EN).
4. Experience with inspection and certification processes, including TPIA/TPCA coordination.
5. Familiarity with ISO 9001, CORP-QAL-STD-004,
6. Certification in welding inspection (e.g., CSWIP3.1, AWS CWI) or equivalent is highly desirable.
7. Strong communication, reporting, and interpersonal skills.
8. This position involves frequent interaction with Mandarin-speaking clients, suppliers, and project teams. Therefore, the ability to communicate in Mandarin is preferred to support operational and business requirements.
9. Demonstrated experience supporting major EPC projects during engineering and procurement phases.
10. Strong experience with supplier audits, manufacturing surveillance, and vendor inspections.
11. Must have prior experience in FPSOs, Offshore platforms, FLNGs, LNGs, or refinery projects
