Introduction

  • The position is responsible and accountable for all Hand-Over and Completion works and activities for the EPC-1 Contract from start of detailed design and engineering through construction, pre-commissioning, commissioning and pre-start-up activities to hand-over to Operations Expansion and Start-up Department.
  • The position is based at Site 6 days a week regime, including night shift as required.
  • The position reports to the EPC-1 Project Manager and have full delegation to undertake all works, activities and coordination pertaining to hand-over and completion scope.
  • The position shall directly interact with its counterpart at EPC-1 Contractor (CTJV) on the premise that both COMPANY and EPC-1 Contractor organizations are “mirroring”.
  • The position includes a strong, effective and flawless coordination and interaction with the Area Division Manager(s), quality, information management, engineering, construction and pre-commissioning/commissioning division managers.
  • The position includes strong coordination and interaction with the Head of Planning or Planning and Schedule Leads in order to keep a close control on the schedule and key Project and Progress Milestones related to hand-over and completion activities, including associated database (population from PMX), documentation, with a particular focus on punch list management and certificates.
  • The position includes strong coordination and interaction with the end-user (Opco-OES) and full support to the EPC-1 Project Manager at hand-over stages.
  • The position is reporting to the EPC-1 Project Manager.
  • Three (03) direct reporting positions, subject to more as the Project evolves and additional resources may be required.

What are you going to do 

  • Key Result Areas:

    - Responsible and accountable within his area of competences to review and approve Hand-Over and Completion preparation and execution related procedures, specifications and deliverables prepared by the EPC-1 Contractor;

    - Responsible and accountable for the System Completion Database (Smart Completion-Hexagon) set-up, population, reporting including comprehensive set of Key Performance Indicators in close collaboration with the EPC-1 Contractor;

    - Leadership and “work as a team” behavior and attitude towards EPC-1 Contractor as well as its Subcontractors to achieve Project objectives;

    - Leadership and “work as a team” behavior within the EPC-1 PMT, in particular with Area Division Managers and PC&C Commissioning Division Manager;

    - Visibility to the Team in particular during the hand-over and completion preparation and execution works to influence on the technical decisions and methods so as to achieve a flawless completion.

  • Operating Environment, Framework and Boundaries:

    - Works in a large fully integrated but complex Project environment in which the incumbent strives to achieve best in class Safety, Health, Environmental & Security and Quality performances by creating a culture that encourages everyone to perform their best every day on every task;

    - Working in a highly visible Project environment with large capital exposure for EPC-1 Contractor, its Vendors and Subcontractors.

    - Strong communication and interaction with other skills, concise in addressing and reporting on issues pertaining to his area of expertise;

    - Managerial and leadership skills bringing the EPC-1 Contractor and the various stakeholders to work as a Team driven by the same objectives;

    - Strong team leadership and collaboration skills, integrity, interpersonal understanding, self-confidence, and fairness;

    - Working effectively with the SHES Group to anticipate and prepare SIMOPS procedures and specifications consistent with the Completion Sequence.

  • Problem Solving/Complexity:

    - Undertakes complex tasks and acts as a source of guidance to the Team and Stakeholders – bring solution and provide support but not generate "micro-management” or unnecessary works to the Team and/or the EPC-1 Contractor;

    - Ability to identify problems quickly and determine root cause and develop plan to mitigate or resolve them.

  • Decision Making Authority and Responsibility:

- Full autonomy and initiative however accountability over scheduling and planning of the works within his area of expertise;

- Organize and drive efforts of the Team and Stakeholders to achieve Project objectives;

- Exercises judgment in making decisions; knows when to seek advice. Understands organizational authority and seeks appropriate line management approvals as required.

Essential skills and knowledge

  • Certified Engineer, bachelor’s degree in engineering;
  • Twenty (20) years in Project Execution, with a strong background in commissioning, hand-over and completion activities of large and complex greenfield Projects;
  • Proven experience with Advanced Work Packaging (AWP) methodology and systems completion management and associated databases (SCDB);
  • Technical background as a discipline engineer, preferably process and experience as a Project Engineer, Commissioning Engineer or Handover and Completion Manager, with solid Project Execution experience;
  • Experience with multi-cultural type Projects;
  • Experience with LNG Projects.
