Introduction

  • Expertise in heavy and critical lifting operations; review/audit of lifting equipment; review of lifting plans and lifting procedures and ensure compliance of lifting and scaffolding operations with HSE rules.
  • Manages and controls all lifting and scaffolding activities of the Project, both in terms of design, fabrication and ultimately during Offshore installation & Hook-up to ensure the technical aspects are safely met within the approved scope and schedule.
  • Supervises the lifting teams and ensures co-ordination with HSE Inspectors and HSE officers as well.
  • Establish an effective communication with Contractor’s team.

What are you going to do 

  • Act as the focal point on site for all lifting and scaffolding works and ensure all activities are undertaken in compliance with Company Safety, Health and regulations.
  • Liaise with contractor Lifting Superintendent/ team to verify and ensure all lifting activities are well planned with all risk factors considered and adequate lifting plan in place for a safe and successful lift. Shall review the lifting plans, crane and operators certifications, and other ground and environmental conditions and ensure activities are safe to commence. Shall ensure the all lifting activities meet Code of practice for lifting equipment and scaffolding materials.
  • Provides technical support for the selection and qualification of lifting operations, lifting and scaffolding contractors / sub-contractors and ensures contractors’ processes and procedures are effective and meet standards and requirements and are in line with Qatar government regulations.
  • Perform daily inspections using “safety tools” (e.g. JSA’s Method statements, PTW, compliance check lists, KPIS check (Comply/ Intervene/Care check lists); Check regularly the actions tracking register and advise the HSES Head on progress of actions closure.
  • Review and recommend improvements to key scaffolding and lifting practices, procedures and plans ensuring effective and smooth project execution.
  • Coordinates with Major Projects lifting SME, OPCO Lifting SME, Company Representative, Head of HSE, Contractor and TPIA for Lifting related issues. Review and approve non-routine lifting plans and scaffolding plans.
  • Participate in inspection of lifting equipment and scaffolding materials to be used on Project including hired and contractor’s equipment. Perform surveillance inspection on the Contractors lifting an scaffolding equipment and verifies its condition, validity and scaffolding tags for continued use.
  • Randomly verify the record of pre-use checks carried out on lifting equipment on a case-by-case basis during the day-to-day operations.
  • Participate in review and approval of technical offers of new lifting and scaffolding equipment prior to endorsing placement of any purchase order by contractor.
  • Responsible to oversee the execution of lifting and scaffolding activities at site and participates in root cause failure analysis for lifting equipment failures and issues related to scaffolding construction/materials.

Essential skills and knowledge

  • 8 years overall experience with minimum 3 years in a similar role.
  • LEEA Level 3 certified or HNC / NVQ Level Rigging and lifting.
  • BS5975 / CITB / CISRS Advanced scaffolding Inspector.
  • Knowledge of the different types of offshore and onshore cranes.
  • Member of LEEA, experience in lifting engineering (load curves, bearing capacity effect of the ground, stability of barges).
  • Knowledge of International standards such as LOLER, ILO, BS, PUWER and experience in regulatory compliance
  • Experience of Fabrication yards with multilingual workers,
  • International project experience with Tier-1 EPC Contractor or Client, involved in fabrication of Topsides and Subsea Structures (i.e. greenfield and brownfield work).
  • Valid Bosiet is a plus.
  • Degree/HNC in engineering discipline preferred and/or trade certificate in occupational health and safety with relevant significate industry experience in lifting/scaffolding operations supervision of major EPC Contractors in fabrication yards.
  • Very good knowledge of lifting standards.
  • A good proficiency in written and spoken English.
  • Ability to effectively communicate on a daily basis with the local personnel without translation.
  • Computer literacy involving the regular use of professional office applications and some technical applications
