What are you going to do 

  • Monitor, supervise, and provide technical assurance for all telecom commissioning activities performed by the EPC contractor at the construction yard. The role ensures that contractors execute commissioning in line with project specifications, codes, and Company requirements, and that all systems under construction yard scope are fully tested and ready for the integration commissioning activities at offshore.
  • The Commissioning Specialist (Telecoms) must have a solid technical experience, effective communication skills and the ability to solve technical issues at site. The Commissioning Specialist must proactively identify potential challenges on site, proposing mitigation measures in advance before these issues become serious and managing constraints to ensure successful completion of telecom equipment energization and testing activities in a safe and timely manner for sail away and smooth integration at offshore installation phase.
  • Act as the client's representative for all telecom Pre-comm and commissioning activities at construction yard and participate in required walkdowns, reporting any punch and provide technical solutions.
  • Review and approve EPC Contractor commissioning plans, procedures, Risk assessments and method statements for telecom activities at the construction yard.
  • Ensure EPC contractor carries out testing and commissioning in compliance with standards and project specifications.
  • Oversee and witness all commissioning of Telecom systems for a full completion of Commissioning at yard, ensuring smooth integration at offshore during hook up process.
  • Witness FAT's and SATs to ensure test is carry out under company standards, as per the approved procedures and verify that the Equipment functionality is as per design.
  • Verify system readiness for energization of any Telecom equipment and Witness Contractors scope of work and signs off Test and Check sheets as per project requirements
  • Interface with I&C, Electrical and mechanical commissioning teams for integrated system testing.
  • Ensure full compliance with PTW and company HSE Standards.
  • Review and endorse commissioning dossiers, test reports, punch lists, and red-line markups.
  • Ensure all documentation and system databases of Telecom discipline are properly updated.

Essential skills and knowledge

  • Bachelor's degree in Applied Sciences or Engineering
  • A minimum of 8 years of relevant experience in telecom commissioning, with at least 3 years in a PMT or supervisor role in oil & gas projects. Experience in offshore platform telecom systems (PAGA, CCTV, Access Control, Telephony System, UHF & VHF Radio System, etc).
  • Excellent English communication skills, both verbal and written.
  • A strong commitment to safety protocols and procedures in a site environment
  • Strong decision making and prioritization skills under pressure, technical, analytical, and interface skills.
  • Broad and extensive knowledge of specifications, codes, appropriate safety criteria, offshore facilities and telecom design, construction, operations, and engineering administration.
  • Strong knowledge of Telecom commissioning FAT/SAT processes and system integration.
  • Ability to review, approve and manage commissioning plans and checklists.
  • Proficient in Microsoft Office and experienced with system completion management systems (Hexagon and/or WinPCs is a plus).
