Introduction

  • Lead and coordinate the provision of business support services across the Offshore Project, with a primary focus on manpower resourcing and mobilization, including OCR hires and inspection services.
  • Ensure timely staffing and operational continuity in alignment with project delivery objectives, while maintaining approved budgets in line with established processes, policies, and financial controls.

What are you going to do 

  • Oversee the Organizational Change Requests process proposed by Project Management Team by working with the Project Integration team and Major Projects Recruitment to implement staffing changes as required.
  • Facilitates the hiring process for the Offshore Project Management Team, coordinates interviews, approvals and onboarding in close collaboration with Major Projects Recruitment and Agencies.
  • Manages the end-to-end manpower recruitment and onboarding process for the provision of Site Inspection Services (SIS) in Qatar and Third-Party Inspection Services (TPIS) worldwide across all EPCI contractor sites and vendor locations.
  • Manages the Site Inspection Services (SIS) and Third-Party Inspection Services (TPIS) CAP usage and reallocation process for Offshore projects through ITP management, optimized budgeting, ITP data reconciliation, forecasting, reporting and presentation to senior management.
  • Maintains and updates personnel management registers and tracks all hiring activity, change orders, CWO contract renewals, and inspection service extensions. Conduct periodic analysis of manpower data.
  • Coordinates visa support requests by managing the interface between Government Affairs and external agencies/vendors to support the effective mobilization of EPCI contractors and subcontractors locally and globally.
  • Develops and maintains business support documentation, workflows, procedures, and tools to ensure seamless project executions.
  • Identify gaps, delays or recurring issues in recruitment processes and recommend corrective actions.
  • Provides support to Offshore Business Controls Division Manager on matters including Staffing, Home Office Service Agreements (HOSRs), Talent pool data management, Project mobilization logistics, manpower forecasting and workforce planning reports and any other Ad-Hoc activities.
  • Reviews contract execution for Inspection Services and contribute to the contract renewal and performance review process.
  • Supports the development of the Work Plan and Budget (WP&B), including manpower cost estimations, analysis, and reporting for project controls.

Essential skills and knowledge

  • Bachelor's degree in Business, Accounting, Commercial, Marketing, Sciences, Engineering, Project Management, Supply Chain Management, Law, Communication, Technologies, Mathematics, or Statistics.
  • 8 years' experience in business related function or discipline, including 4 years in the Oil & Gas Industry.
  • Knowledge in project business related function/discipline.
  • Knowledge of relevant business processes/procedures.
  • A high level of proficiency in written and spoken English.
  • Proficient in Microsoft Office and relevant business applications.
  • Strong knowledge of relevant software and computer skills, e.g., dashboards, data analytics, SAP, etc.
  • Ability to coordinate and align with multiple stakeholders across functions.
  • Strong organizational skills and attention to detail.
  • Ability to manage multiple priorities under pressure and tight timelines.
  • Experience working in a multicultural, project-driven environment.
  • Experience with risk assessment approach in decision making.
