Introduction

  • Undertake comprehensive development planning of Company Industrial Cities in support of Company approved policies and implementation in alignment with the Qatar National Master plan (QNMP) and Qatar Vision 2030 (QNV2030).
  • Analyze, monitor changing drivers for development and update the Master Plans of Company Industrial Cities in coordination with other Company Departments & Divisions and establish patterns of growth for sustainable development through understanding of the inter-relationships and shared impacts of development on Company Industrial Cities and the State and initiate and follow up implementation.

What are you going to do 

  • Receive, review, and prepare technical approvals for all sub-corridor requests within all Industrial Cities, in consultation with all role players where necessary, to ensure compliance with relevant policy documents that facilitates optimal and sustainable development.
  • Receive, review, and prepare technical approvals for all permanent land required for major projects in all Industrial Cities as well as any land required by Company Directorates or Industrial Cities Departments.
  • Identify changing drivers of growth in all aspects of all Industrial Cities development to ensure development initiatives are optimal and sustainable.
  • Develop, maintain, and update Industrial Cities’ Master Plans, Spatial Development Framework Plans, Zoning and Land-Use Strategies to accommodate changing drivers to ensure optimal and sustainable development of land. Provide input to the Consolidated Master Drawing for each Industrial City to ensure record accuracy to facilitate efficient and effective review of new land and sub-corridor requests.
  • Coordinate with all applicable Company Departments and Divisions to support timely monitoring and reporting of the overall Master Plans phased implementation. Ensure periodic updates to Master Plans in conformity with Company Corporate and Industrial Cities Policies, through scope preparation and project implementation.
  • Coordinate and facilitate technical engagements with National Agencies, including Ministry of Municipalities and Ministry of Environment and Climate Change, Asset Operators, and other key Stakeholders regarding physical development in all Industrial Cities to ensure optimal and synchronized development through alignment of Industrial Cities Development initiatives with higher level strategies and requirements.
  • Initiate and facilitate the review of Development Strategies, Policies, and all types of Spatial Plans for all Industrial Cities through the compilation of Scopes of Work/ Requirements to ensure these documents address Company current vision statement as well as development drivers to ensure effective and efficient utilization of land.
  • Prepare project implementation briefs for the development of Company Industrial Cities based on the conclusions of feasibility studies and in coordination with applicable Company Departments and Divisions as well as Government Ministries and Agencies
  • Receive and review all new oil- and gas- well locations in Dukhan Concession Area, in consultation with all Directorate role players, to ensure compliance with relevant regulations and protection of existing assets.

Essential skills and knowledge

  • Bachelor’s degree from a recognized University in Urban Planning or Architecture Planning.
  • Recognized Professional Qualifications are preferred.
  • Local and/or regional experience is preferred.
  • Minimum 10 years professional experience, with a minimum of 5 years’ experience in a senior team-leading multi-project municipal setting including urban planning, design, and coordination with government agencies.
  • Good knowledge of the principles, theories and practices of urban/industrial planning and knowledge of related International Codes and Standards.
  • Good working knowledge of MS Office applications along with knowledge of GIS
  • Software (ArcView and ArcInfo) and AutoCAD.
  • Strong interpersonal and influencing skills
  • Strong report preparation, presentation and communication skills and fluency in spoken and written English. Ability to communicate in Arabic is an advantage.
