About this role

Reporting to the Turnaround (TA) Team Leader, the Cost Controller will develop and maintain cost management processes and report on Turnaround financials and provide status updates throughout the outages.

Turnaround Cost Control:

  • Budget Development & Reconciliation - Lead the TA budget development and budgeting process for the comparison and analysis of actual costs against budgeted costs. Assess all aspects of TA costs across the life of the turnaround, including committed, actual and forecasted costs, to ensure proactive cost management;
  • Approved for Expenditures (AFE) Process - Assist with the development of the staged AFE budget. Assist Business Accounting and TA Leadership in preparation of the AFE budget presentation to Management;
  • Cost Reporting and Analysis - Provide accurate cost analysis on TA costs;
    • Work Breakdown Structure (WBS) - Work with the TA organization to develop and maintain a standardized WBS that provides for consistent and effective cost management for all expense work. Ensure alignment between WBS and TA cost reporting;
    • Cost Management – Develop and maintain the various supplemental cost tracking reports required to monitor, analyze and forecast costs. Monitor for consistent use of WBS’s, turnaround fields and coding;
    • Variance Analysis on TA Cost Report – Provide analysis on overall TA Cost Report, maintained by TA Business Accounting, to address cost variances and forecast. Cost reporting frequency would be monthly and would progress to daily or every other day (as required by management) during the TA execution window;
    • Cash Flow – Maintain a monthly TA Cash Flow report;
    • Allocation of Costs to Capital – Manage a transparent process for allocation of appropriate TA costs to capital projects. Maintain open communication with Sustaining Capital Project and Project Management Office (PMO) project representatives at all times with regards to timing, forecasts, expectations, and close-out reviews;
    • Planning – Support the TA Lead Planner in training Planners for cost related planning aspects such as SAP planning codes, requisitioning, time charging;
    • Purchasing – Ensure alignment between Purchasing and TA processes. Monitor Contractor invoicing against contract agreement. Identify and follow up on discrepancies;
    • Time Entry - Define the workflow, setup and resources required to support the time entry process. Provide overall coordination for client and contractor personnel to ensure timely and accurate reporting of labor costs;
    • Scope Change – Work with TA team to maintain the Scope Change process for the turnaround. Work with the TA team and field execution personnel to manage the cost side of this process, which is tied directly to the overall contingency. Provide ongoing audit support to ensure SOX compliance in terms of approvals on scope change notifications;
    • Turnaround Service Purchase Orders (PO) – Support the creation and management of requisitions for Turnaround Services. Support Purchasing in negotiations to ensure optimal contracting/pricing. Review and approve associated invoicing. Develop and manage a process to monitor actual costs for those service vendors that are not on time entry. Monitor invoicing against contract agreements;
    • Cost Control Execution Team – Define and manage the resources required to support cost reporting, time entry and Scope Change for the TA execution phase and project close-out;
    • TA Close-out – Develop and maintain the process for TA project close-out. Work closely with Vendors and Purchasing to confidently define final PO values and drive the closure of all TA purchase orders within a prescribed period of time.

    About you

    Requirements

    • Eight plus years combination of post-secondary technical education and progressive experience in a manufacturing cost control function or equivalent technology environment is preferred;
    • Excellent computer skills with knowledge of SAP including Capacity Planning, scheduling functionality, business and purchasing practices, proficiency in MS Office Suite with demonstrated expertise in Excel;
    • Exposure to Primavera scheduling would be an asset;
    • Demonstrated interpersonal skills;
    • Strong written and oral communication skills complemented by the ability to build internal and external working relationships effectively;
    • Good planning and organizing skills, with the ability to prioritize and meet deadlines.
