About this role

To provide technical support to the Roads Maintenance Department (RMD) in effectively managing the traffic signal assets, with the aim of safeguarding public safety, ensuring traffic signals integrity and maintaining the signalized intersections availability and high levels of service. The role thus contributes to achieving Assets Affairs strategic objectives and the continued development of RMD as an efficient, dynamic and customer focused Department;

To fulfil the Departmental and organisational aims and objectives, working closely with and reporting to the Senior Engineer, the Traffic Signal Engineer’s roles and responsibilities are:

  1. To assists the Senior Engineer in the development and implementation of maintenance processes and procedures;
  2. To assists the Senior Engineer on the preparation of tender documents with emphasis on project specifications and bills of quantity;
  3. To support in ensuring that there is high availability of the Company Traffic Signals Assets and Systems across the network;
  4. To support Senior Engineer with the management and co-ordination of traffic signals maintenance contracts and future ITS contracts, resources and third party support;
  5. To support the Senior Engineer in ensuring new schemes are correctly handed-over into the Company Traffic Signal Maintenance;
  6. To support Senior Engineer in dealing with contract issues and verify that traffic signal Maintenance Contractor invoices are accurate and are backed up by the traffic signal Maintenance technician documented reports;
  7. To support Senior Engineer for making sure the traffic signal maintenance contractors are meeting their minimum performance measures, such as response times;
  8. To carry out feasibility studies as necessary to assess the viability of different traffic signal maintenance options and provide recommendations of best option based on cost-benefit analysis;
  9. To carry out cost estimation of various traffic signal maintenance works;
  10. To respond on the reactive traffic signal maintenance needs at short notice as necessary including emergency works to safeguard the safety of the public and to protect the integrity of the traffic signals;
  11. To ensure that all proactive, reactive and planned maintenance across the network and that the maintenance contracts are compliant to their delivery requirements;
  12. To ensure successful delivery of existing and future ITS area contracts. To verify maintenance work orders, maintenance contractor invoicing, and performance measures for Contracts;
  13. To ensure compliance with Qatar Roads Maintenance Manual (QRMM) (ITS Section) with the development and implementation of traffic signal processes, procedures, specification, standards and technologies;
  14. To comply to the Enterprise Asset Management System (EAMS) for traffic signal assets, which includes capturing the existing Traffic Signal assets and developing the future ITS and traffic signal performance monitoring, reporting and information provision;
  15. To comply to the Key Personnel Indicator (KPI) for traffic signal contracts and future ITS contracts;
  16. Undertakes other tasks as assigned by the Senior Engineer from time to time.
