About this role

Role Purpose

Lead, manage and coordinate Reliability section (in full partnership with the operations team) and the team and provide technical inputs to for the Technical function at company, under Manager Engineering Services scope’s; through (1) Leading and coordinate with multi discipline engineering team and provide technical inputs focused to track the production losses and abnormally high maintenance cost assets, (2) Leads the development, implementation & continuous improvement of process optimization-based activities to reduce those losses or high costs prioritized to focus efforts on the largest/most critical opportunities. (3) manage risk to the achievement of an Engineering Services strategic objectives in the areas of asset capability, quality and production, and (4) Develop and implement a plan to eliminate or reduce the losses through root cause analysis at petrochemical/refinery plant and obtains approval of the plan and facilitates for the implementation; in order to support Engineering Services at company and guarantee the successful execution of related assets.

Deliverables

  • Oversee and monitors all engineering related activities in the assigned projects to ensure timely engineering support to maintenance, external contractors, operation, planning and others as appropriate;
  • Reviews & approves contract development plans and contractual Scope of Work (SOW) for the execution of engineering services and delivers engineering packages as per Management of Change (MOC) to all concerned;
  • Provides engineering support to various Departments, reviews daily unit and/or equipment reports and tracks performance of assigned units and/or this equipment, and communicates observations made via recommendations to the Operations and/or Maintenance Departments;
  • Ensures project scope development and supporting engineering meet targeted criteria for Safety Performance, Environmental Compliance, and scope definitions, meeting all required engineering standards as well as accuracy and comprehensiveness of Engineering Designs;
  • Completes scope development and Engineering within target schedule and provides project startup coverage as required;
  • Meets all Process Safety Management (PSM) requirements of the As Built project;
  • Manages team of assigned Engineers in related discipline;
  • May provide Unit Startup assistance for existing as well as new facilities, and perform economic analysis and fill ROI reports for capital upgrades depending on assignment;
  • Facilitates or directs Root Cause Failure Analysis (RCFA) efforts for equipment failures, as well as tracking and implementing corrective action plans;
  • Tracks refinery lost profit opportunity (LPO) and prioritizes department projects and initiatives to minimize LPO;
  • Provides turnaround support including pre-turnaround recommendations, post- turnaround establishment of baseline data, inspection, and procedure modification;

Budgets and Plans

  • Provides input into the assigned budget for the department and advises on red flag budget over spend;
  • Develop plans and provide input in the engineering services and yearly budgeting process in order to cover all areas of engineering / project activities;
  • Provide input into budget preparations (CAPEX/OPEX) under the guidance of the Department manager;
  • Pro-active management of vendor and external contractor’s technical interfaces and leadership in the identification, submittal & resolution of scope changes and deviations;
  • Leads & communicates with Planning, Operation, company Staff, Maintenance, HSE and other departments for coordination of complex projects or plant design modification works;
  • Provide inputs on Management of change (MOC), while initial review & approval is in progress;
  • Provides engineering package & cost estimations to MOC and appropriation requests in the instrumentation discipline;
  • Participates in progress review meetings with contractors to monitor performance, and suggests corrective steps in case of deviation from agreed schedules;
  • Ensure that project completion, acceptance and handover procedures are implemented as per project specification, company policy and applicable code & standard;
Health, Safety, Security and Environment
  • Adhere to HSE protocols and procedures;
  • Ensure all sub-ordinates have up to date HSE inductions;
  • Plans and executes continuous on-the-job application of the company HSE routines.

About you

  • Minimum Qualifications for this position is a University degree in Electronics / Instrumentation Engineering or similar;
  • Minimum 5 years of relevant experience in a similar role along with a minimum total experience of 12 years in Engineering Services (Oil & Gas / Petrochemical or Refinery Plant experience preferred);
  • Knowledge of latest International Standards related to Instrumentation Engineering (ISA, IEC, API, MPMS, ANSI, NFPA and NAMUR).
  • Knowledge of Engineering Software like Flowcal /Intools for Instrumentations Engineer;
  • Sound judgment in technical matters with good skills in engineering field materials specifications, integrity inspection, plant design optimization/modification and applicable code & standards;
  • Well versed in design concept & engineering drawings, contracts and shutdown/modification jobs;
  • Broad understanding of relevant process on refinery/petrochemical plant & applicable code & standard and project specifications;
  • Experience in System design of DCS/ESD/FGS/PLC and review of associated system Logics.

Knowledge of personal computer applications such as :

  • SAP;
  • Solidworks and Auto CAD 3D;
  • Plant Design Management System (PDMS).

Project & Engineering Services experience such as :

  • Process & Instrumentation Design and Modification;
  • Project Execution;
  • Material Engineering.
