About this role

Job Purpose

  • Provides subject matter expertise for the safe execution of all phases of the work, health and welfare of the work force, compliance to environmental standards as required in the Construction Environmental Management Plan and security of the site for personnel, equipment and materials;
  • Generates and tracks annual plans for audits, assessments, SHES Management System requirements, Corporate and project SHES required training, SHES resources and Project Management gate reviews;
  • Develops and / or revises Project specific policies and procedures for use across all EPC areas based on need and lessons learned;
  • Analyses incident data and lagging and leading indicators from project safety observation program, identifies trends and recommends actions for implementation at field level;
  • Stays current on Qatari regulations and changes in international standards and codes and recommends changes to Project Safety Management System as required;
  • Provides impartial opinion on disagreements between EPC Contractors and Company on interpretation of SHES requirements in EPC Contract when the disagreement cannot be resolved at a field level;
  • Leads audits and assessments of EPC Contractors’ SHES Management System and camp welfare programs. Ensures consistent application of Company standards across all EPC projects. Develops and implements annual integrated SHES audit and assessment program;
  • Leads investigations on significant incidents involving injury or property damage and High Potential Near Misses;
  • Serves as Deputy SHES Manager in his absence;
  • Responsible for the review of EPC pre-qualification SHES review based on COMPANY and Project criteria in consultation with the Project SHES Manager;
  • Provide clarifications on technical bid queries by prospective EPC Contractors based on Project Instructions;
  • Supports PMT with interface of potential EPC bidders including possible visits to their home office, interviews with relevant key personnel and support of site visits;
  • Provides support for the development of PMT SHES organisation including review of organisation charts, development of job descriptions and interview of potential candidates in coordination with Field SHES team;
  • Supports the on boarding of EPC Contractor(s) during the contract award period, including kick-off meetings and development of initial SHES deliverables in coordination with relevant PMT groups. Implements synergy between the EPC Contract packages;
  • Supports Project SHES Manager in interaction with external bodies including COMPANY Corporate, RLIC, and Qatari Ministries.

Key Job Accountabilities

Key Result Areas:

  • Promotes consistency across EPC Packages in the application of the EPC contractual requirements and Corporate requirements;
  • Develops and verifies implementation of annual SHES plans and programs over project duration; Modifies plans and programs based on Lessons Learned and user feedback;
  • Provides SHES subject matter expertise for all EPC projects for the timely and complete resolution of issues that occur during project execution;
  • Ensures consistent implementation of Corporate and Project specific policies and procedures across EPC packages through audits and assessments. Identifies gaps and provides recommendations to line management for gap closure;
  • Provides support for interaction with external Stakeholders;
  • Completes SHES responses as required for EPC bidders’ technical clarifications and completes evaluation of EPC Bidder’s technical bids per plan;
  • Ensures timely development of the PMT EPC SHES organisation including job descriptions, interviews and on boarding;
  • Build good relationships with EPC Contractors to support the expedient on boarding process during the initial stages of the project and throughout project duration.

About you


  • Bachelor degree in Engineering/ Science in Loss Prevention or Risk Management or Fire Protection or other Engineering degree with significant SHES experience;
  • Formal audit qualification (preferably lead auditor ISO 45001:2018 or similar);
  • Professional Occupational Safety accreditation with NEBOSH diploma or equivalent

Knowledge and/or Experience

  • Senior level position with broad technical and SHES skills with full understanding of project execution and project management;
  • Minimum of fifteen (15) years’ experience in the Oil & Gas industry in SHES field or twenty (20+) years’ experience in lieu of degree;
  • Worldwide experience with tier-1 EPC Contractors involved in the construction of onshore production facilities (i.e. green-field and brown-field work);
  • Experienced and familiar with Major Project environment (expenditure >USD$1G) as well as Contractor Home Office experience;
  • Experienced in Company Projects and working in Project Industrial City preferable, but not mandatory;
  • Strong knowledge of Industry SHE&S Standards & Specifications.

Technical and Business Skills

  • Excellent written and verbal English communication skills;
  • Excellent interpersonal and communication skills (written and verbal);
  • Strong teamwork, facilitation, with the ability to communicate and interact at all levels of the organization;
  • Ability to work with diverse cultures to obtain world-class performance;
  • Ability to write, review and comment on technical documents;
  • Familiar and experienced with software used for document review.
