About this role

Key Job Accountabilities

Job Purpose:

  • Responsible for the development, review and implementation of SHES programs during ESW, including development of procedures in line with Project SHES requirements, RLIC and COMPANY requirements;
  • Responsible for field based activities including leading of tool-box talks, task instruction oversight, perform audits, carry out investigations, environmental monitoring etc;
  • Liaises with multiple interfaces (Onshore Construction, PMT, EPC Contractor, OpCo and RLC) to ensure Project requirements for SHE&S have been implemented and permits are obtained where required;
  • Support the evaluation and on-boarding of Contractor(s) / Subcontractor(s) for ESW and support the technical bid reviews for EPC;
  • Act in the capacity of the SHES Head for ESW in case required.

Key Result Areas:

  • Ensure that Contractor policies and procedures (SHES deliverables) are developed and comply with reference framework;
  • Ensure that mobilization of Contractor for ESW is done safely and initial phases of Project is executed in line with Company expectations;
  • Ensure that Risk Management Program is developed and facilitate Construction Risk Assessment on regular basis, and other Project related Risk Assessments as required;
  • Support and ensures that SHES deliverables are completed on time and at the right quality;
  • Ensure that field work is performed safely and fully in line with Company SHES expectations;

  • Manages complex tasks to completion within time constrains of Project, with minimal guidance from more experienced staff;
  • Manages the resolution of problems in more demanding and less familiar situations using precedent and own acquired knowledge.

  • Makes decisions and solves problems related to a specific discipline/field;
  • Establishes credibility with peers, sub-ordinates and supervisors;

Knowledge Skills and Experience:

  • Bachelor or Associates degree in Engineering/ Science or Diploma (at NVQ level 5) in Occupational Health and Safety preferred and ten (10+) years’ experience in the Oil & Gas industry in SHES field;
  • Worldwide experience with EPC Contractors and construction sub-contractors in particular those involved in the construction of onshore production facilities (i.e. green-field and brown-field work);
  • Excellent interpersonal and communication skills (written and verbal);
  • Strong teamwork, facilitation, with the ability to communicate and interact at all levels of the organization;
  • Ability to work with diverse cultures to obtain world class performance;
  • Knowledge of Industry SHE&S Standards & Specifications, in particular COMPANY and RLIC;
  • Recent experience (last 5 years) on Company Projects and working in Company Laffan Industrial City

About you


  • Bachelor or Associates degree in Engineering/ Science or Diploma (at NVQ level 5) in Occupational Health and Safety;
  • NEBOSH International General Certificate (IGC) or similar;
  • Formal audit qualification;

    Knowledge and/or Experience

  • Minimum ten (10) years’ experience in the SHES field;
  • Experience in major Construction Projects (including brown-field work) with total capital expenditure >USD$1G;
  • Recent experience (last 5 years) on Company Projects and working in Company Laffan Industrial City (RLIC) including sound familiarity with COMPANY/ RLIC SHES Management System requirements;

    Technical and Business Skills

  • Excellent written and verbal communication skills;
  • Ability to review and comment on technical documents;
  • Good interpersonal skills

Contract Duration: Contract Hire with possible extension
