About this role

Job Purpose

  • Report to the Manager/Head (Construction Services);
  • Working closely with Lead Construction Engineer prior and during project execution;
  • Provide Company representation in monitoring and coordinating the site and safety activities of EPC and PCI Contractor and its sub-contractors;
  • Report on the construction activities, progress, and areas of concern and mitigating actions;
  • Prepare for and participate in weekly construction review meetings;
  • Review and approve method statement provided by contractor and make construction execute the job follow to method statement.

Key Job Accountabilities

  • Monitor and assist the EPC & PCI Contractor and sub-contractors in the implementation of site specific SHE program, emergency response and evacuation drill programs. Participate in incident/accident investigation and prevention of recurrence;
  • Coordinate EPC & PCI Contractor’s work activities and interface coordination with the activities of Third Parties. Coordinate EPC&PCI Contractor’s activities with Company Operations to avoid interference with existing onshore and offshore facilities;
  • Ensure construction work carried out in accordance with Company rules, regulations, standards and permit to work per WMS procedures;
  • Ensure that construction is carried out in accordance with PROJECT (Project City) rules regulations, standards and the Consolidated Permit to Work System in areas under PROJECT jurisdiction;
  • Ensure Safety compliance at Work Site and participated in Company Safety IIF program;
  • Review work and inspection results to ensure compliance with EPC&PCI Contract requirements. Interface and coordinate with Project Engineer/Engineer and QC Coordinator. Monitor and ensure the correction of non-conformance report items and other issues supporting QA/QC compliance;
  • Review the construction sequence/logic, method statement/procedures and pre-task planning to ensure comprehensive feasibility and safety;
  • Conduct construction surveillance activities per PMD requirement;
  • Report and record potential change order request to assist in claims avoidance;
  • Monitor site material handling and warehousing procedures with respect to the areas to facilitate construction progress;
  • Provide assistance and direction in the Mechanical Completion, Commissioning, and Start-up activities of the plant working with all parties to facilitate these activities.

Operating Environment, Framework and Boundaries:

  • Works in accordance with company policies and directives from the Construction Manager;
  • Provides construction recommendations and constructability on tenders, design, and control of contractors, which can have cost implications for the Company;
  • Discusses with the Construction Head/Lead and the Contractor for major problems and work progress encountered during Field Modification (FM)projects;
  • Operates in a comprehensive technical and supervisory role to support all construction related work activities for FM projects;
  • Works with in established company, industry policies and procedures

Communications and Working Relationships:

  • Works with Construction Coordinator and discipline engineers for planning and execution of FM projects;
  • Frequent external contacts with Safety officer, QA/QC coordinator, Permit and material Supervisor, supplier representatives, and construction contractors during planning and execution of FM projects;
  • Frequent contact with Procurement & Expediting, Operations, Maintenance, and SHE.

Problem Solving/Complexity:

  • Execute FM project & construction execution plans;
  • Must have the ability to work with the contractor to make decisions on FM and construction;
  • Provides expertise in a range of FM construction management and other construction activities encompassing all disciplines;
  • Good team player and strong work commitment.

Decision Making Authority and Responsibility:

  • Ability to prioritize and supervise FM projects execution.

About you

Knowledge and/or Experience

  • Minimum of (10) years broad experience in all phases of construction planning, field execution and mechanical completion activities in respective discipline;
  • Worldwide experience working in Brownfield environments with contractors and subcontractors, in particular those involved in the construction of onshore and offshore ,Plant Shutdown, oil, gas, chemical and/or petrochemical plant facilities;
  • Bachelor of Science in Electrical & Instrumentation Engineering in related discipline;
  • Good written and verbal communications skills;
  • Possess good IT skills and be able to use basic software such as excel,word etc;
  • Good supervisory skills.
