As Senior Estimator, you will be leading the cost estimating team to deliver a market competitive target cost estimates aligned with Business objectives through broader QGC and Shell collaboration, from Front-End conceptual studies to project FID to support Growth, Brownfield/Portfolio (Upstream and Midstream) CAPEX, ABEX, EXPEX projects across the QGC organization.

The role spans all cost estimating activities including value optimization, cost database management, benchmarking, and risk analysis.

  • Provide supervision and guidance to the cost estimating team to ensure cost estimates in line with Shell cost estimating procedures / guidelines and best industry practices.
  • Carry out the review of third-party prepared cost estimates to provide assurance.
  • Lead and/or facilitate project risk analysis workshop utilizing @Risk or similar to establish appropriate deterministic or probabilistic cost contingency.
  • Perform internal and external benchmarking (i.e. against historical performance, IPA data, industry norms and established KPIs) to improve and optimize costs.
  • Present cost estimates to Technical Authorities, QGC and Shell LOB or external shareholders for review and approval.
  • Participate in VARs (Value Assurance Review), ESARs (Estimate and Schedule Assurance Review), peer assists and technical challenge sessions to ensure consistent application of Shell Cost estimating standards.
  • Lead gathering of actual cost data from completed projects and other activities in QGC for use in creation and regular update of a central estimating cost database. Also continuously carry out and document market intelligence to monitor cost movements and ensure prepared estimates reflect current realities.
  • Review, improve and maintain existing cost estimating model to ensure high efficiency of estimating delivery.
  • Lead required interface management and stakeholder collaboration needed for the development and deployment of cost estimating systems, procedures and standards including for Shell Group estimating tools (CCET Capital Cost Estimating Tool).

Ability to manage the performance and development of direct reports (staff and contractors).

You will thrive in the following accountabilities:

  • Developing valid and robust cost estimates including basis of estimates to the required confidence levels in a highly volatile cost environment.
  • Challenging accepted views, cost methodologies and standards, to optimise bottom line costs, while still ensuring credible and robust cost structures are in place and the cost information processes are not compromised.
  • Dealing with a broad spectrum of technical and commercial issues and uncertainties, which must be engineered and managed to enable quality cost estimates and decisions to be made.
  • Working with multi-discipline teams and scopes for hydrocarbon maturation through the application of best practices in Cost Estimating services and support.
  • Gaining collaboration of the project teams and the procurement department to regularly provide latest cost information in order to maintain an effective cost database
