To lead and govern the Project Controls function, ensuring accurate and timely control of cost, schedule, progress, and risk in alignment with approved baselines and compliance with standardized processes.
The role provides oversight of performance, safeguards budget and milestone commitments, and delivers reliable reporting and insights to support informed decision making and successful project delivery.
What are you going to do
Provide management and technical direction for all facets of the division (scheduling, planning, reporting, change order cost estimating and cost engineering) by establishing a set of project control procedures, guidelines and flow charts to suit project requirement and need to support management decision making process.
Lead project control activities, coordinate the input from PMT functions such as engineering, construction, etc.
Ensure effective project control measures are executed by the contractor and sub-contractor organizations, with particular emphasis on schedule management, planning and progress monitoring, recommend modifications to management to ensure Company and PMT standards and requirements are met.
Provide an interface between Senior Project Manager, Project Manager, Business Manager, PMT members and contractor with respect to cost and schedule performance, reporting and approvals.
Implement and update the Project Control Plan, Project Management of Change as required.
Coordinate the collecting, consolidating, analyzing and reporting of project cost and schedule, control, trend and progress measurement information to ensure overall project status is assessed and potential problem areas identified. Produce cost estimates on the project as requested by project leadership.
Review project changes evaluating any schedule and/or cost impact; incorporate the effect and impact of approved changes into overall cost and schedule stewardship and reporting.
Manage project workforce planning and resourcing as well as ensure changes are managed fairly using consistent decision-making criteria across the project.
Monitor contractor's performance and progress in areas of project controls, scheduling, reporting, progress monitoring and cost estimating assessing any discrepancies and reverting to contractor for clarifications/corrections.
Establish and maintain appropriate planning systems, fully integrated, and appropriate for the project.
Review invoices for compliance and completeness, liaise with the contractors and/or suppliers and the Accounts Payable department in the resolution of queries and disputes.
Provide data for accounting and auditing functions and ensure contractor's accounting systems meet Company audit requirements.
Essential skills and knowledge
Bachelors Degree in Sciences or Engineering
12 years experience in multiple project functions and assignments, e.g., project management, engineering, construction, procurement, etc. in the Oil & Gas Industry, including 3 years of Project Management leadership in a Major Oil & Gas Project
Extensive experience with Oil & Gas Companies, EPC contractors, subcontractors, vendors, or service companies involved in the oil and gas industry.
Broad experience and demonstrated competence in managing across all phases of project execution including start up and handover and managing technical issues.
Broad knowledge in project planning, scheduling, cost control, project gating system, project execution plan, risk management, change management, interface management, commissioning, and hand over processes/procedures.
Extensive knowledge across engineering disciplines, international engineering standards, specifications, design, and execution methodologies.
Strong experience with risk assessment approach in decision making.
