About this role: Team Leader, Talent Management

1. Talent Acquisition;

  • Review and improve recruitment framework, process and tools to ensure process is agile to business requirements;
  • Lead the recruitment team to continuously meet corporate targets and timelines;
  • Design talent acquisition strategies and work with Line hiring managers to attract and hire diverse candidates with the right skills and capabilities for current vacant positions;
  • Continuously review recruitment strategy to ensure healthy growth of talent pipeline;
  • Establish, improve and implement the right assessment tools to ensure hiring success;
  • Regular interface with Line managers and Team Leaders on manning strategy;
  • Evaluate and oversee contractors and vendors to supplement the development and administration of talent development programs and processes;
  • Develop and maintain objective relationships with third-party Manpower Supply, Executive Search firms, Recruitment, and staffing agencies;
  • Manage Manpower Contracts and Oil & Gas Search companies to ensure they adhere strictly to CHOC’s terms and conditions;
  • Ensure contracts are managed effectively through ACV monitoring and contract renewals;

2. Talent management and succession planning;

  • Conceptualize Talent Management and Succession Planning frameworks;
  • Build and implement succession plans to establish an internal talent pipeline that aligns business objectives and future workforce requirements;
  • Develop, review and lead competency profile assessments for all positions;
  • Conduct talent review discussions to identify suitable developmental interventions for talents and successors to address competency gaps;
  • Establish career ladder and staff movement procedures and opportunities across the organization;
  • Regular interface with line managers and supervisors to understand gaps and recommend solutions;
  • Establish, monitor and enhance Coaching and Mentoring culture in CHOC;
  • Design, develop and implement employee career progression path and promotion policies;
  • Provide practical advice to Management, departments and related committees with respect to identifying, selecting, and developing employees;
  • Leading executive succession management processes;

3. Performance Management;

  • Lead and manage the Performance Management process by initiating the performance management reviews, provide relevant training and ensure completion of periodic performance reviews in an accurate and timely manner;
  • Develop, improve and implement Performance Management strategies and initiatives to better recognize and retain talents, develop and maximize people’s strengths and contribution in pursuing the business goals;
  • Implement transparent and timely calibration process to ensure fairness and performance driven;

4. Develop, implement and assess effectiveness of Corporate HR programs;

  • Assess and recommend appropriate corporate programs to support and strengthen company culture and performance;
  • Conduct PDCA every quarter to assess effectiveness of the program;
  • Develop, monitor and execute annual training budget;

5. Projects;

  • Supervise and participate in a variety of relevant HR related projects aimed at updating information and/or alleviating process or system problems;
  • Provide support and recommendations for change;

6. Communications;

  • Ensure there is appropriate and timely communication of changes related to Performance Management and development;
  • Receive and respond to employees’ enquiries and clarifications on general HR matters as part of incumbent’s HR Business Partner’s roles and responsibilities;

7. Employee Development & assessment;

  • Responsible for the motivation, coaching and development of employees within his/her section;
  • Assess performance & behaviors of employees within the team;

8. HR Business Partner;

  • Acts as the defector HR Business Partner (HRBP) for one of the 4 Departments of CHOC.
