About this role

The objective is to develop our Marine Technical division that provides a range of services to vessel owners during their operations in Singapore, Indonesia, and Malaysia. This includes services such as loadouts, installations, vessel lay-up, preservation, reactivations, mobilizations, demobilizations, dry docking, equipment rental, surveys, repairs, maintenance, re-certification, and fabrication. The industry sectors include Oil & Gas, Windfarm, Dredging, and Offshore Cables.

Examples of technical services are:

  1. Equipment Rental (examples): DH Units, Fenders, Slings, Spreader Bars, Gensets, Scaffolding, Reels, A-Frames
  2. Surveys: Load Test – FRC & Cranes, Underwater Survey, MWS, Bunker Survey, NDT, MPI, Hydrographic & Bathymetric
  3. Re-Certification: FFA Equipment, LSA Equipment, Navigation Equipment, Communication Equipment, Flow Meters -- Calibrations, Bilge Alarms -- OWS, Lifting Equipment -- Calibrations
  4. Fabrication: Gangways – load tests, Welding, Stanchions, Cargo Locks/Shoes, Grillages
  5. Repairs & Maintenance: Navigation Equipment, Communication Equipment, Hydraulics,Electrics, DP Equipment, Steel repairs, AUX Engine Overhauling, Service Engineer Support

Overview of Responsibilities

1. Strategic Development:

  • Develop a Technical Services business strategy, including sales, operational, and financial plans in conjunction with senior management.
  • Mentor and train selected colleagues across the network to develop local initiatives and opportunities.
  • Create awareness with our customers about Technical Services.
  • Recommend to management the purchase of assets for rental to vessel owners, such as offshore scaffolding, spooling equipment, fenders, gensets, compressors, offshore containers, diving equipment, lifting and towing gear, hoses for bunkering/fresh-water discharge, gas meters, etc.

2. Business Development:

  • Work with the Group Commercial team to identify prospective customers.
  • Meet with customers to understand their requirements and position the company to win work.
  • Support the team in making technical proposals to customers.
  • Represent the company in contract negotiations with customers.
  • Develop and maintain relationships with key stakeholders, including customers, suppliers, and regulatory bodies, to ensure the company meets its business objectives.

3. Operational Development:

  • Work with HSEQ to tailor SOPs for attaining relevant certifications/accreditations.
  • Standardize documentation for technical scopes of work.
  • Set up a network of vendors to support business activities, including surveys, repairs, maintenance, re-certification, equipment rental, and fabrication.
  • Collaborate with the procurement team for technical purchases.
  • Manage day-to-day operational matters related to the business line and provide support for planning loadouts.
  • Identify and implement new technologies, processes, and procedures to improve efficiency, reduce costs, and enhance safety and environmental performance.
  • Anticipate operational risks and mitigate issues on a day-to-day basis for projects.


  • Must have 15 years’ experience working in offshore vessel management.
  • Must be culturally astute and able to work across multiple cultures.
  • Must hold a degree in a business or engineering-related subject; an MBA is an advantage.
  • Must have a good working knowledge of MS Office, including Word, Excel, and MS Project.
