Introduction

  • The Service holder is responsible, within the DBN PWM team and under the Company Site Representative (Offshore), for the control and following up, monitoring, and supervising the Electrical & Instrumentation works done by EPCIC Contractor (And Subcontractors).
  • The Service holder ensure that all HSSE, Quality and Technical contractual requirements are duly applied by Contractors and all Subcontractors.
  • The Service holder organizes / participates to routine and/or random inspections and audits, to daily / regular construction meeting with Contractor and promotes safety awareness at all levels through exemplary and pro-active attitude with Project team and Contractor (Subcontractors).
  • The Service holder is also accountable for demonstrating, individually, and exemplary behavior with regard to HSE, ethics and ‘’code of conduct’’.

What are you going to do 

Missions;

Responsible for preparation and running the construction activities to the works related to DBN PWN, including HSE:

  • To ensure compliance with HSE legislation, Company standards and procedures as they apply to project management and project engineering to ensure employee safety and legislative compliance.
  • To ensure compliance with Company Management System and applicable International Standards.
  • To participate in the risk analysis as required to ensure safe and timely execution of the works.
  • Conducts daily safety tours, toolbox talk audits and ensures all safety issues are reported through site management in a timely manner.
  • Delivers offshore construction/Precommissioning & commissioning of projects, ensuring that no additional remedial work is required.

    Scope and development:

  • Ensures that the resources and organization from CPY/CTR/SCTR/VDR are adequate with regards to the workload.
  • Ensures that all required inspections, audits, or equipment certification required are performed in time and that all corrective action plan is properly implemented by CPY/CTR/SCTR/VDR.
  • Ensures the timely completion of the works and monitor closely CPY/CTR/SCTR/VDR performance, work schedule and progress.
  • Ensure that all installation steps, pre-commissioning activities are properly completed for delivery ready for commissioning.
  • Ensure that the Pre-commissioning planning schedule is implemented in line with commissioning planning and priorities.
  • Ensure Commissioning team review and approve acceptance of the CPY/CTR/SCTR/VDR system / sub-system RFC & AOC dossiers on behalf of NOC.
  • Ensure ICAPS Administrator generates progress reports and punch list items for each Pre-commissioning and Commissioning task.
  • Populated ICAPS checksheets distribution and completed checksheets collection from respective discipline for completion of RFC & AOC dossier.
  • Carryover work and punch list assign to respective job card for completion of task.
  • To witness and monitor the Pre-commissioning activities performed by the CTR/SCTR and countersign all Precommissioning dossiers at Ready for Commissioning (RFC) status.
  • Preparation and compilation of RFC & AOC dossier as per agreed index and ICAPS.
  • To report on regular basis about construction/installation Precommissioning efficiency, and potential drifts on quality, planning and/or cost.
  • Ensures that uncompleted activities are properly tracked and recorded under the punch list system.
  • To propose actions, plan and corrective actions for any deficiency, anomaly, or non-compliance.
  • Participates on request to Construction / site meetings with CPY/CTR/SCTR/VDR.
  • Stop the work when necessary & report immediately to CSR/HSE Supervisor any anomaly, violation & unsafe practice.
  • Maintains good relationships with team, Contractor but being strict to achieve the project objectives.
  • Carry out any other duties/projects may be assigned to him/her by the hierarchy.
  • To prepare a daily and weekly progress report for Precommissioning and commissioning.
  • Well experienced with site testing and commissioning activities and technical sound knowledge of multi discipline.
  • Able to perform assigned task and deliverables with positive attitude.
  • Able to travel on site for support and witness of task/activities as required.
  • Able To prepare all relevant documents, test packs, dossiers & Reports for multi discipline.

Essential skills and knowledge 

  • Qualification: Bachelor’s degree in any Engineering discipline
  • Experience in similar position (years): mini-12
  • As a minimum, job holders must have extensive hands-on technical, multidisciplinary experience in project, co-ordination and supervisory experience gained in an Onshore/Offshore Construction & commissioning environment (Construction, Engineering, Precommissioning, Commissioning etc...).
  • Previous experience in the offshore O&G sector would be a benefit. Knowledge and experience of OPERCOM Methodology and using ICAPS software.
  • Advanced skills and knowledge of Campaign/Shutdown Management techniques preferably in the petrochemical, refining, Oil & Gas exploration and / or production industries.
  • Excellent planning, organizational and communication skills required.
  • Good sense of team spirit leadership, strong interpersonal and soft communication skills in multi-cultural environment Fluent in English (listening, writing, and speaking) and its technical vocabulary Medical fit to work on offshore installation.
